SHR was founded in 2007 by Rick Blake, CPHIMS, who has worked on health policy and disease prevention issues for over two decades. Rick formerly served as the senior health policy advisor to Cong. Ed Towns, (NY-10th) for work related to the Subcommittee on Health, the Energy and Commerce Committee and the Committee on Oversight. In these capacities, he wrote dozens of congressional health bills, numerous amendments; health related laws and held over a dozen health hearings. He has served as a Member of the Industry Advisory Panel for the Agency for Health Research and Quality, was the Founding Chair of the Diversity Roundtable for the Health Information Management Systems Society (HIMSS). He also was a founding member of the HIMSS Life Sciences Roundtable. He has been appointed to the Industry Advisory Council., an advisory group of the American Society for Health Information Managers. He is the author of "Electronic Health Information, Community Health Initiatives and Health Disparities: The Need for a Coordinated National Approach," a report to Congress and articles for clients that have appeared in The New York Times, The Washington Post, Roll Call and other periodicals. Rick authored and got congressional sponsorship for HRES 1179, a bill which sets up the framework for supporting the emerging biotechnology sector.
